Border crossing rules for male students have been updated
On April 02, 2024, the Cabinet of Ministers of Ukraine approved a resolution “On Amendments to the Rules for Crossing the State Border by Citizens of Ukraine”.
Earlier, students of Mariupol and Sumy State Universities voiced a proposal to restore this possibility during meetings with President of Ukraine Volodymyr Zelenskyi. On the President’s instructions, the Ministry of Education and Science developed a corresponding resolution.
(To the Resolution of the Cabinet of Ministers of Ukraine No. 57, the rules for crossing the border were supplemented by paragraph 219 according to the Resolution of the Cabinet of Ministers of Ukraine of 02.04.2024 N 366).
The document stipulates that male students will be able to cross the border during the period of martial law if they are
- are between the ages of 18 and 22 and are not subject to military service during mobilization;
- are studying full-time in Ukrainian higher education institutions of state or municipal ownership and are obtaining a bachelor’s degree (master’s degree in medicine, pharmacy or veterinary medicine);
- are participants in educational academic mobility;
- are studying in foreign educational institutions for a period of 1 semester.
To cross the border to study under academic mobility programs, students must have
- a certificate from a higher education institution of Ukraine on the referral of a participant of the academic mobility program to study at a foreign educational institution, indicating:
- grounds for cooperation; duration of the academic semester abroad;
- the absence of negative grades and facts of retakes of tests and exams based on the results of the last two semesters (six months);
- confirmation of the level of knowledge of the language of instruction in a foreign educational institution;
- a copy of the academic mobility agreement certified by the Ukrainian educational institution;
- e-ticket of the student verified by means of the portal “Diia”;
- military registration documents with the appropriate marks of the district, city military and social support center.
